Even though Turkey is located partly in Europe, flights to Turkey would only fall under Regulation 261/2004 (which is the one that determines when compensation is due) if a delay or cancellation would take place on a flight from an EU country to Turkey, or if it took place from Turkey to an EU country with an EU carrier. So if you're flying with Turkish Airlines to the UK, you would not be entitled to receive compensation in the event of a delay, but you would have been if you had flown with BA.
